To qualify for free parking, the vehicle must be adapted for the benefit of the driver.
How to apply
To apply for the exemption for your vehicle, you will need to present us with your certificate of entitlement (see below) and a copy of the V5C showing the vehicle as being registered as being exempt or disabled.
Important:
- You can only have one vehicle tax exemption at any given time.
- The exemption is applied via the registration number of the vehicle and not the person.
- We are not liable for any fines received if the vehicle used is different to the one registered on our exemption list.
- It will take 2 weeks (10 working days) to get you added to the exemption list.
Please apply through info@cornwallheritagetrust.org by sending copies of your documents with the current registration details of the vehicle to be added to our exemption list. It is your responsibility to ensure that we have up to date contact details for you and that the car registration information is correct. Please use the email address above to provide us with any changes.
There is no charge for the permit.
Who can apply
The vehicle must be registered to the disabled person or a nominated driver and only used for the disabled person’s personal needs.
You can apply for exemption if you get and have a document showing you are in receipt of:
- Higher Rate mobility component of Disability Living Allowance (DLA)
- Enhanced Rate mobility component of Personal Independence Payment (PIP)
- Enhanced rate mobility component of Adult Disability Payment (ADP)
- Higher rate mobility component of Child Disability Payment
- War Pensioner’s Mobility Supplement
- Armed Forces Independence Payment (AFIP)
If your vehicle is part of the Motability scheme a copy of the V5C can be requested from Motability using this link: https://www.motability.co.uk/get-support/contact/request-v5c/ They state that it will take three working days to email a copy of the V5C and so you will need to factor that in when applying for your exemption.
If a vehicle no longer qualifies to be registered as tax class “disabled” on the V5C, it is no longer eligible to be registered under the scheme. Cornwall Heritage Trust must be notified immediately to remove the vehicle from the scheme and parking charges will apply moving forward.
It is not possible for temporary arrangements to be made for parking if you do not currently have a valid permit. The 10 day lead time must be followed and you will be liable for parking fines if you park before that period has passed. We cannot register hire cars or courtesy cars.
When visiting the car park
There are now ANPR cameras at East Pentire car park. Once you have registered (following the process above) and waited the required 10 days your registration number will be recorded on entry and the exemption applied. You do not need to pay for parking or use the machine or app; there is no permit to be displayed in your car – it is electronic.
Parking is not guaranteed – if the car park is full you will not be able to park.
Cornwall Heritage Trust reserves the right to close the car park if deemed necessary. If closed you may not park. It may not be possible to provide advance notice of closure in an emergency situation.
Cornwall Heritage Trust accepts no liability in respect of loss or damage to any vehicle or any contents thereof unless such loss or damage is caused by negligence of the charity.
What about blue badge holders?
At present, we are unable to offer additional parking time or free parking if you are not eligible for the exemption as detailed above.
Permit holders must follow the terms and conditions of parking in the car park, as detailed in signage on the site or online.
Penalties
- Any breaches of the terms and conditions outlined above may result in a Penalty Charge Notice being issued.
- Abuse of the permit scheme will lead to the cancellation of the permit and could affect your ability to obtain further permits.
- Contravention of other parking restrictions could lead to the issue or a Penalty Charge Notice, irrespective of a valid permit being in place.
- The reselling or reallocation of a permit is prohibited.
It is an offence, under Section 115 of the Road Traffic Regulation Act 1984, for anyone to knowingly make a false statement to obtain a parking permit. It is also an offence for anyone who has the intent to deceive, misuse, lend to, or allows to be used by any other person, a parking permit or makes or has in their possession any such thing so as to closely resemble a parking permit which is calculated to deceive.
Cornwall Heritage Trust reserves the right to amend, cancel or suspend this scheme with 30 days notice. In these circumstances, we will contact you direct (if we have up to date contact details for you), place signage on the site and post on our website and social media.
